This is not an intro (you've already done that) so I've moved it to 'Coachbuilt'.

Hi Geof
Is the 12v system switched on is the pump running at all as you have a small filter near the solenoid valve which could be blocked due to van age

Another option is to clean the metal contacts by brightening them up (scratch the surfaces).

It sounds as though you have no power on the contacts in the Whale socket.  Possible causes are:
A fuse blown somewhere?
The wrong setting on your panel - have yopu tried the "both pumps" setting on your EC328 panel - I am afraid I don't know the EC500 equivalent
If your tank is full then the power is automatically cut to the solenoid and, I think, to the external contacts.
If the float switch in the tank thinks the tank is full then that will have the same effect.  You can test thi sby trying to fill the tank using the Whale tap connector hose.  If water won't go in (make sure that your panel is switched on) then the tank thinks it is full.
A blocked filter would stop water going in, as would a faulty solenoid valve, but neither would stop the pump from running.
See if you can get a cheap multimeter from Amazon or eBay (about £5 cheapest) to test those contacts for 12V
Good luck

No-one mentions checking the external pump. Is it functioning? Use your meter (when new battery fitted) to test for resistance across the pump contacts in the whale connector.

Good luck

OP did say "Brand new pump" but it could be duff!

So far tank must think its full even though control panel says empty as wont take on water as no power to solenoid will have to go under and check tank float can fill with hose if i 12v direct to solenoid so will try filling tank and then drain to see if float moves

Replace the freshwater tank drain cock with a male hose adapter (bit of ptfe tape and a jubilee clip). Make a female hose adapter in to an end stop and fit to the male.  To fill simply remove end stop, replace with hose from tap, turn on and watch for overflow.  Been doing that for a year ever since German water vending machines cost me a fortune because they charge by the minute not the litre.

I
Control panel saying tank is empty probably means that bottom sensor is furred up. Citric acid will help cure that. When you put 12v to the solenoid does the external pump work and put water into the tank? If it does the likely problem if any is a fault with the float switch. If you continue to fill a full tank water will escape from the breather holet on top of of thebtank.

I was thinking of getting an aqu roll and an electric pump to fill the tank but I think I’ll stick with my simple methods, 1/ drive to tap and attach my hose to fill tank, 2/ If that’s not possible I have two 25 litre water containers with taps which I attach a hose to tap and sit on table in Moho with hose through window into tank below.
Capillary action no fancy gadgets to go wrong, no aquaroll to drag through the mud. If your worried about the weight of the water carriers I am 71 and have no trouble handling the weight even up the steps and on to the table.
