Cotswold floor water ingress

We have recently had our annual habitation check and the technician made us aware that around the peripheral area of the floor within the habitation area he was getting higher than normal moisture readings, I was wondering if any other forum members have had this problem? The technician seems to think that the side skirts will need removing and re sealing. Any advice would be greatly appreciated. The moisture readings are between 15 and 20%. Many thanks
